１月１２日に発生したハイチ沖地震では犠牲者が多数発生しており、遺族の方々にはお悔やみを申し上げる次第でございます。
さて、１月１７日には阪神淡路大震災１５周年を迎えます。このこともあってか、NHK高知では、来るべき南海地震対策に備えた緊急出動体制についての内容を放映し、その中で、
・緊急出動隊への連絡は全て電話のみ、同時に１人しか会話できないため錯綜するという課題あり
・電子メールを活用して、複数の団員／チーム／医療機関へ伝達できるシステムを整備する
という課題と対策が報じられました。
確かに、従来の電話のように１対１の交信では情報伝達がうまく伝わらないため同時連絡できるシステムが必要であるとは感じておりましたが、電子メールについては送信してから数日間遅延する、「ゴーストメール」の問題が存在することを当ブログで指摘しました。
つぶやき型ブログ「ツイッター」は、だれでもがアカウントを作成でき、携帯電話やPCから簡単にアクセスできて画像も貼付けることができます。
上記のような災害時に大手メディアが現地情報の入手に苦心している中、「ツイッター」では現地住民がそれぞれ"記者"となって現場のリアルタイム情報が全世界中に発信される結果となりました。
従って、「ツイッター」は非常時や災害時に有効なコミュニケーション手段であることが今回の一件で証明されました。
但し、「ツイッター」のサーバーも過負荷がかかってしまうと接続が不可能になってしまいます。また、災害が発生すると通信が途絶しがちになることから、「ツイッター」以外にも確実に繋がる何らかの通信手段を複数用意しておくことが重要であるといえます。

【ワシントン＝犬塚陽介】ハイチ大地震の被害状況の速報にからみ、ミニブログ「ツイッター」やインターネット経由の無料ビデオ通話「スカイプ」が改めて注目を集めている。被災地の生々しい傷跡が写真や文章で次々と世界に配信され国際社会の支援態勢を加速させたほか、赤十字などによる募金の要請では携帯電話やパソコンによる操作性の良さもあって、従来のテレビ広告をしのぐ効果をあげているという。
１２日夕の地震発生後、夕暮れとともに欧米メディアが現地情報の入手に苦心するなか、携帯電話などを手にしたハイチの"即席記者"が被災地の状況をツイッターに乗せて世界に発信し、克明に伝えた。
米ＣＮＮテレビは、ツイッターでの情報提供をハイチ国民にも呼びかけ、次々と配信される現地情報をニュース番組でそのまま伝えた。また、スカイプのビデオ通話をハイチと米国のスタジオ間で結び、住民の声や特派員のリポートを放送するなどテレビカメラ以上の活躍をみせた。
米紙ロサンゼルス・タイムズもハイチのツイッター使用者の送信コンテンツのリストを作成してネットに掲載。取材陣が現地に到着するまで、米大手メディアはツイッターで伝わる情報を最大限に報道することで速報性を保った。
一方、募金の案内でもネットメディアが活躍している。ＣＮＮによると、ハイチ出身の著名ミュージシャン、ワイクリフ・ジョン氏がツイッターで一人５ドルの寄付を募ったところ、申し込みが殺到して一時的に接続が不可能となった。
米国赤十字もツイッターや会員制交流サイト「フェースブック」を通じて援助を募っており、ネットメディアが発揮する効力はテレビをしのいでいる。
